Antique Ideal Pourer Pour Spout Topper Metal Bar Utensil Spirits 1920-30's Rare

Very Unique and Rare Antique Revete or "Brevete" Ideal Pourer Pour Spout Topper Metal Bar Utensil from the 1920-30's.
Tarnished Silver, which will clean up with silver polish if desired.  Part of cork is missing which is expected due to it's age.  Two small dents on top of the bulb (see pics).
I don't know for sure, but I would assume this item has a high percentage of Silver in its making.
A magnet will not stick to it and the metal is tarnished just like silver.
The words "IDEAL" and "REVETE" are imprinted on the collar.  Part of the cork is missing.  Below the cork area, the numbers "2 1/2" is engraved.
This devise measures approximately 7.5" long and the bulb portion measures 2.5" X 1.75".
It is speculated that this item was produced in France, but it is not marked as such.  It was transported to the US from England by an antique dealer several years ago.
This is a very unique bar ware spout and great collector item.
